Synopsis

In the Lone Ranger episode titled City of Refuge, the story unfolds in Copper City, a town that has fallen under the control of a criminal organization. Governor Hiram Blake receives a desperate plea for help from a delegation consisting of Mayor Howard, Sheriff Martin, and Reverend Comstock. They explain that the town has become a sanctuary for outlaws, who are allowed to operate without fear of retribution as long as they adhere to a self-imposed code of conduct. This misguided application of the Golden Rule has led to a false sense of security, leaving the honest citizens vulnerable to the whims of the criminals.
