Synopsis
In Outlaws Plan an Empire, the Lone Ranger receives a critical summons from the president of the United States. A powerful and secretive organization known as the Legion of the Black Arrow has emerged, threatening the very fabric of the nation. The president, aware of the Legion's sinister intentions to incite rebellion and seize control of the West, turns to the masked hero for help. He instructs the Lone Ranger and his trusted companion, Tonto, to investigate the recent disappearances of aides who were probing into the Legion's activities.
